The rhetoric of P4GN dissemination is carried out starting from elementary students, with the aim that students can later grow as the next generation of the nation who are anti-drug. This research is a qualitative research using descriptive method. Data collection techniques include observation, interviews, and documentation. Informants in this study amounted to 9 people and data validity checks using triangulation techniques. Based on the results of the study, Rhetoric in the Dissemination of Prevention of Eradication of Abuse and Illicit Trafficking of Narcotics (P4GN) by BNN in the Elementary School Education Environment in Pagar Dewa Village, Bengkulu City is to use intergroup communication techniques, so that students provide social and psychological experiences faced in the school environment and their respective residences using methods and language according to age level and activities that avoid the influence of the dangers of narcotics. Socialization in the form of peer groups, focus group discussions and other activities. The language used in the rhetoric of P4GN dissemination by the Narcotics Board is simple language or direct language, firm, brief, clear, motivating so that it is easily accepted and understood by students. The author concludes that the rhetoric of anti-drug P4GN dissemination activities by BNN Bengkulu City in Pagar Dewa Village schools has been running effectively. This research is classified as qualitative research which is presented descriptively, data collection techniques by means of interviews, observation, and documentation. The data in this study were obtained through interviews conducted directly to informants, namely principal informants and expert informants. The number of main informants is ten people. After the data is obtained, the results of further research are analyzed descriptively qualitatively as evidenced by conducting extended participation, persistence, and triangulation observations. Based on the results of the research that has been obtained, the forms of social interaction of the community in participating in the recitation in Kebun Beler Village, Bengkulu City are found to be four, namely through cooperation, accommodation, assimilation, and acculturation. This is based on the existence of a meeting held by an institution or a personal interest, namely recitation. Social interaction of the community in participating in the recitation occurs through an associative process, namely because of a common desire in religious activities to achieve something, especially religious knowledge and want to establish a relationship with fellow residents of the village. Whereas the dissociative process can arise from various factors and one of the supporting factors for dissociative occurrence is the absence of intention and self-awareness to attend recitation, busy work, differences in views and interests. The theory uses the theory of the role of public relations according to Ruslan, including the role as a communicator, establishing cooperation, supporting management and shaping the image of tourist objects in Kaur Regency. The research method uses qualitative data analysis techniques through reduction, data collection and drawing conclusions. The results of the study found that the role as a communicator by disseminating news or information and preparing data or publicity information, the role in fostering cooperation to strengthen the role or duties of the parties involved, and plans to expand cooperation related to promotion, the role as a management supporter can classify management and promotion problems and absorb tourist desires, the role of shaping the image of tourism objects by cooperating with local TV and websites in promoting the potential of superior tourism objects in Kaur Regency. New media that is most effective in promoting tourism objects is Facebook. Because today's society is increasingly critical of the problems that occur, the purpose of this study is to describe the formation of public opinion in the mass media: the one billion one village program in the singaran pati panorama sub-district of Bengkulu city. This approach tries to describe in detail the topic under study. The results showed that the process of opinion formation in mass media related to the One Billion One Village Program in Singaran Pati Panorama Subdistrict, Bengkulu City showed the initial assumption that the formation process begins with the formation of opinions related to this samisake perception with four factors, namely experience, cultural background, values adopted, and news that develops so that opinions are formed, and opinions will be formed after consensus is formed. Most importantly, opinions must gain the trust of the public (Belief) and display and convey people who have benefited from this program. Related to consensus. The author's data collection uses qualitative descriptive methods with data collection tools using interviews, observation and documentation, the results of this study indicate that in promoting Bengkulu City using the consideration of a communicator who is skilled at communicating, rich in ideas, and full of creativity. Actually, in the concept of a communicator there are conditions that a communicator must have, namely; credibility, attractiveness, and strength, when they have these four abilities, it will be easier for the audience to trust. The message conveyed is to promote Bengkulu City through the Rare Puspa Care community. The media for delivering messages and disseminating information uses social media, namely whatshaap and directly invites communicants to come visit Bengkulu City. While the targets here are the Tourism Office, NGOs, Schools, and the surrounding community. A person can form their personal branding through well-designed communication strategies and methods as well as the personal branding of the Mayor of Bengkulu. This research is descriptive qualitative research. The location taken in this research is in the work environment of the Bengkulu City Government. The data collection techniques are through observation, interviews, and documentation. After the data is collected, the author will analyze the data by referring to the Miles and Huberman data analysis technique which consists of data reduction, data collection, data presentation, conclusion drawing, and evaluation. The results of the study found that the branding innovation of the Mayor of Bengkulu was built from his personal branding. Branding innovation is deliberately done to make something new and different from previous mayors. In creating a positive brand (label) for the Mayor of Bengkulu and can be trusted by the public, of course, it is supported by the Bengkulu City Government's public relations communication strategy. The Bengkulu mayor's branding innovation with slogans offers something unique and different. The brand (label) created by Bengkulu City Government Public Relations is the 8 Tekad Bengkuluku 2017 program (Clean, beautiful, cool, healthy, safe, religious, creative and safe) with the motto of hard work, sincere work and smart work. Actually, the initial concept of the brand (label) that wanted to be created at the time of the nomination was the figure of a leader who was loyal to the community and delivered the one billion program for one village, repairing roads and other infrastructure which were the basic needs of the people of Bengkulu City. This research is a qualitative research that is presented descriptively. Informants in the study were carried out using snowball sampling technique. Data collection methods through interviews, observation and documentation. Data analysis techniques used are data reduction, data presentation, conclusion drawing or verification. Based on the results of the study, it shows that internal communication through vertical communication in work coordination at the General and Personnel Sub-Body of the BKD of Bengkulu Province includes first, instructions, namely staff carrying out instructions given by superiors that are poorly understood by staff. Second, instructions, namely superiors providing information on why and how to carry out the instructed tasks, are not given only as a formality. Third, the information provided by superiors is incomplete, only certain information is given to staff. Fourth, ideology, namely superiors have provided staff with an understanding of the vision, mission and objectives of the BKD Bengkulu Province to the General Subdivision staff. The internal communication network can be seen from vertical communication, namely communication from superiors to subordinates in BKD Bengkulu Province which has not been effectively carried out by the superiors. Meanwhile, upward communication in the form of reports given by subordinates to superiors has been carried out by staff in the General Subdivision, but in terms of providing suggestions or input, it is less heeded by superiors, not implemented by superiors, so that work coordination in the General Subdivision of the BKD Bengkulu Province is not going well. This study uses a qualitative research method with the Zhongdang Pan and Gerald M framing analysis methods, Kosicki, which consists of 4 framing device structures namely Syntax, Script, Thematic, and Rhetorical. This model is used to see the structure of discourse from the mass media and is an art that can produce different conclusions if the analysis is carried out by different people, even though the cases under study are the same. This research was conducted with data collection techniques of observation, interviews, and documentation studies. The interview here is only to compare with the results of the researchers' analysis. There are 2 news subjects in this study, namely Television Media and Online Media in Bengkulu Ekspress Media Group. The results of this study indicate an imbalance between Television Media and Online Media.
