The information conveyed about the government's efforts to reduce poverty must be disseminated in the mass media, the formation of public opinion carried out by the mass media is important so that the opinions that develop in the community are not wrong. Because today's society is increasingly critical of the problems that occur, the purpose of this study is to describe the formation of public opinion in the mass media: the one billion one village program in the singaran pati panorama sub-district of Bengkulu city. This approach tries to describe in detail the topic under study. The results showed that the process of opinion formation in mass media related to the One Billion One Village Program in Singaran Pati Panorama Subdistrict, Bengkulu City showed the initial assumption that the formation process begins with the formation of opinions related to this samisake perception with four factors, namely experience, cultural background, values adopted, and news that develops so that opinions are formed, and opinions will be formed after consensus is formed. Most importantly, opinions must gain the trust of the public (Belief) and display and convey people who have benefited from this program. Related to consensus. Every event is exposed by the mass media, with a long time and then coverage (breadth of the public) and also presents figures who are considered to represent certain groups.
