In the current era of globalization, everything is running and developing rapidly. The rapid development of the business has led to higher economic growth, creating increasingly sharp competition in the business world, this situation forces the company to develop its business as much as possible and maintain the condition of the company so that it can run effectively and efficiently. The problem formulation of this research is the implementation of PR management in resolving the HR crisis or employee performance at PT Citra Buana Seraya. The purpose of the study was to determine and analyze the implementation of public relations management of PT Citra Buana Seraya. The research method used is qualitative methodology, where in qualitative methodology. researchers will present more decriftif and data results in the form of perceptions, assumptions and opinions. Its nature is very subjective, because every human being has a different paradigm, mindset and way of thinking. The analysis carried out uses source tringulation analysis. The results achieved in this study are to optimize the public relations management function through research, planning, communication and action and evaluation. The conclusion of Public Relations of PT Citra Buana Seraya in implementing its public relations management has not carried out its role optimally, Public Relations still focuses on internal activities, especially human resources and internal problems, while for external parties there are no clear activities, just planning, there is no real visible implementation.
