The purpose of this research is to find out the rhetoric in the dissemination of Prevention of Eradication of Abuse and Illicit Trafficking of Narcotics (P4GN), from the Bengkulu City Narcotics Board in the Elementary School (SD) environment of Pagar Dewa Village, Bengkulu City. The rhetoric of P4GN dissemination is carried out starting from elementary students, with the aim that students can later grow as the next generation of the nation who are anti-drug. This research is a qualitative research using descriptive method. Data collection techniques include observation, interviews, and documentation. Informants in this study amounted to 9 people and data validity checks using triangulation techniques. Based on the results of the study, Rhetoric in the Dissemination of Prevention of Eradication of Abuse and Illicit Trafficking of Narcotics (P4GN) by BNN in the Elementary School Education Environment in Pagar Dewa Village, Bengkulu City is to use intergroup communication techniques, so that students provide social and psychological experiences faced in the school environment and their respective residences using methods and language according to age level and activities that avoid the influence of the dangers of narcotics. Socialization in the form of peer groups, focus group discussions and other activities. The language used in the rhetoric of P4GN dissemination by the Narcotics Board is simple language or direct language, firm, brief, clear, motivating so that it is easily accepted and understood by students. The author concludes that the rhetoric of anti-drug P4GN dissemination activities by BNN Bengkulu City in Pagar Dewa Village schools has been running effectively. The anti-drug P4GN message delivered by the BNN can be received and understood well by the school community.
